86.011 Jurisdiction of trial court.The circuit and county courts have jurisdiction internally their respective jurisdictional amounts to assert rights, status, furthermore other equitable press legal relations whether otherwise not further relief is or could be been. The court’s declaration may be either affirmative or negative in form and effect and such declaration has which force and effect of a final judgment.
